How to read a pipeline

A fine imposed is not a fine collected. The brief's central enforcement argument is that announced figures and delivered figures are different quantities, and this register is built so that the difference cannot be hidden. Every stage is derived from the record by a stated rule; click any stage to see the derivation.

Unknown is never zero. Where a record cannot settle whether money moved or whether behaviour changed, the stage reads unknown, is excluded from every total, and is counted separately in the aggregates above. A collected figure that quietly treated eleven unresearched records as zero would be a false figure.

Preliminary findings are not decisions. They reach the enforcement-action stage and stop there. Nothing in this register advances a stage the underlying record does not support.
