Why the roles are kept apart

Legislating is not supervising, supervising is not fining, and interpreting is neither. Collapsing them into "the EU" is the single most common way this system is misdescribed, and it hides where power actually sits. The Commission legislates, supervises the DSA for VLOPs only, enforces the DMA alone, and issues guidance across the acquis — four different things with four different limits.

Exclusivity matters. A competence marked exclusive has no national route alongside it. The DMA is the clear case: there is no national enforcement path at all.

Where no provision is recorded, the map says so. A competence without a legal basis is an assertion this dataset has not yet anchored, and it is shown as such rather than presented with the same confidence as one that is.
